CHD’s Flagship Power Plant Boosts Energy Security in Russia

Located in Yaroslavl, a historic city on the Volga River about 280 kilometers northeast of Moscow, the Huadian-Teninskaya Combined Heat and Power Plant is China Huadian Corporation Ltd. (CHD)’s first large-scale power investment project in Russia.

With an installed capacity of 483 megawatts, the plant generates 3.02 billion kilowatt-hours of electricity and 814,000 gigajoules of heat annually, meeting local heating needs and supporting the economic development of Yaroslavl Oblast. Since beginning commercial operations in June 2017, the plant has supplied nearly half of the oblast’s total electricity demand.

As CHD’s first greenfield project in the country, the plant plays a vital role in enhancing energy connectivity under the Belt and Road Initiative (BRI). It has significantly eased local power shortages and enhanced grid reliability across western Russia.

Equipped with advanced, energy-efficient gas turbines, the facility reduces natural gas usage by 25 percent and cuts air pollutant emissions by 30 percent, contributing to regional environmental protection. Since inception, the plant has maintained high safety and performance standards, earning top marks from Russia’s Ministry of Energy for seven consecutive years and recognition as Yaroslavl’s “most reliable power plant.”

By the end of 2024, the project had paid over 6 billion rubles in taxes and created nearly 200 local jobs and numerous supply chain opportunities. It stands as a benchmark for Chinese infrastructure and products going global.

Beyond operations, CHD emphasizes localized management and community engagement. Among its 189 employees, 168 are Russian nationals. The plant regularly hosts cultural exchanges and environmental programs, including fish stocking activities in the Volga River and public open days, fostering friendship and mutual understanding between Chinese and Russian communities.

As a flagship BRI project, the plant exemplifies practical cooperation between China and Russia in energy, infrastructure, and people-to-people exchange.
